waves for many years.

Abstract: The impact of storm conditions on offshore operations
can be potentially hazardous for work crews. Adverse weather has resulted
in compounding a number of catastrophic accidents which could have been
avoided if effective evacuation procedures were in place. Weather conditions
can deteriorate rapidly, and timely decisions are critical to reduce the
potential consequences of a platform failure. This is particularly crucial
in areas with high storm intensity and low predictability (i.e. North
Sea, Gulf of Mexico, South ChinaSea, etc.). Developing frameworks for
modeling operational and evacuation systems for various weather conditions
can assist in creating decision criteria for evacuations. This paper addresses
the development of such a framework and evaluation of various decisions
using probabilistic risk analysis (PRA) modeling techniques.

Abstract: This publication briefly reviews Florida legislation
relevant to the establishment of countywide coastal setback lines regulating
coastal construction and excavation `for the protection of upland properties
and the control of beach erosion.' A number of counties are in substantial
compliance with the legislative mandate; a number of others are not, and
are scheduled to receive reestablished coastal construction control lines
in the near future. The pertinent criteria and procedures are noted here
as a public information service for Florida citizens.

Abstract: Most coastal construction in South Carolina is a disaster
waiting to happen. The problems underlying state building practices and
standards are on such a large scale that damages resulting from even a
moderate storm could easily outstrip any insurance agency or pool's resources.
The Coastal Growth Industries Forum focused on the importance of the synergy
that must exist among all elements of the coastal construction industry
if proper standards are to be effective. Four major areas of concern were
covered: design/construction, construction liability, regulation/code
enforcement, and insurance. Each session is summarized and recommendations
are listed.
