Abstract: Although much effort has been made to develop, implement
and manage the National Flood Insurance Program along the coast, there
have been few studies to determine if the construction standards required
for new buildings are effective in preventing damage in severe storms.
Hurricane Fredric tested the NFIP standards in Gulf Shores, Alabama, with
100-year design flood conditions. This study evaluates the effectiveness
of the construction standards in place prior to the storm. The expected
effects of changes in the standards after Fredric are also addressed.

100 residential properties along Wisconsin's Lake Michigan coast; an examination
of the vulnerability of coastal homes and adequacy of shore protection
in terms of the risks of flooding, erosion and storm wave damage; and
some examples of properties that have withstood high water and storm waves
for many years.
